Unpack the Tech Sovereignty Package (TSP): what instruments does it offer to address digital sovereignty in the regulation for AI, Data and Robotics (i.e. AI factories, Chips act 2.0, EuroHPC, Cloud Sovereignty framework)

Insight from The Netherlands, Greece and Italy

The Netherlands: “Barriers and opportunities for using and supplying digital solutions in the Netherlands”

We present insights from interview studies with stakeholders from the private sector (suppliers and end-users) on the barriers and opportunities for using European digital solutions and the impact of policy initiatives concerning digital sovereignty on suppliers of digital solutions.

Italy: "Italy's Tech Sovereignty Landscape: Chips, Cloud and the Energy Bottleneck."

We present insights from survey studies from the Cloud Transformation Observatory, and provide an analysis of Italy’s activities that relate to digital sovereignty and it’s relation to the proposed Tech Sovereignty Package, i.e. initiatives concerning microelectronics, cloud infrastructure (Polo Strategico Nazionale) and open source. Finally, we will zoom in on an important bottleneck which requires institutional coordination: the grid capacity.

Greece: “Insights from Pharos, one of the first AI factories in Europe”

Set-up and progress of the projects, learning and planning of future activities, including activating this infrastructure.

After the insights we will go 2 times into a break out.

1: The critical gap analysis: what is missing from the package?

2: Policy initiatives potential: policy options that exist to strengthen the sovereignty solutions

Wrap up and outcome: Translate insights on digital sovereignty into actionable perspectives for industry, policymakers and ecosystem stakeholders. Examples around launching customers, collaborative business models and ecosystem approaches. Summarize this into an insights article.
