Full description and objectives

Geopolitical fragmentation and Europe’s dependence on external actors for critical technologies, infrastructures and value-chain positions are creating growing strategic vulnerabilities.

Within the Technology Sovereignty Package, including the Cloud and AI Development Act and the Open Source Strategy, interventions such as AI Factories, Data Spaces and European funding programmes aim to strengthen Europe’s sovereign capabilities. Yet it remains difficult to determine whether these interventions reduce dependencies, create new capabilities or reinforce strategically important positions across AI, Data and Robotics value chains.

This hands-on workshop moves beyond identifying dependencies. Participants will apply a practical framework linking capabilities → policy actions → strengthened capabilities → measurable indicators → impact.

Using examples such as AI Factories, Data Spaces and the European Robotics Catalyst, groups will identify the capabilities Europe needs, the outcomes these interventions should deliver and the indicators required to measure progress.

The objective is to develop a first measurement framework for the GenAI Observatory, ADRA working groups, policymakers, industry and ecosystem stakeholders, with potential relevance for the Technology Sovereignty Package. The workshop will also clarify what evidence is needed to determine whether these capabilities are genuinely being strengthened and support further discussion within ADRA on monitoring technological sovereignty across AI, Data and Robotics value chains.

The central message is that sovereignty cannot be measured from a single perspective. Different stakeholders observe different capabilities, dependencies and outcomes. These perspectives must be brought together to create an actionable picture of Europe’s progress.
