Full description and objectives

Artificial Intelligence, Data and Robotics are becoming critical enablers of future European defence capabilities. To ensure that future European research and innovation investments respond to real industrial needs, the ADRA Defence Topic Group is developing a demand-driven Defence Technology Outlook based on consultation with stakeholders from the European defence industry.

The workshop will use the findings of this Outlook as the starting point for the collaborative development of a policy paper. Participants will work in facilitated groups to translate future capability needs and required technological functions into research and innovation challenges, strategic priorities and recommendations for future European funding programmes.

The session is designed as a working meeting rather than a conventional discussion forum. Its objective is to produce the initial structure, key messages and priority recommendations of the policy paper, identify issues requiring further analysis, and form a group of contributors willing to continue the drafting process after ADRForum.

By bringing together industry, research organisations, policymakers and public authorities, the workshop will create a practical pathway from industrial demand to an actionable European research agenda for defence and dual-use technologies.

Building on a demand-driven Defence Technology Outlook, the workshop will examine expected capability needs and technological functions, including resilient autonomy, operation in contested environments, human–machine cooperation, distributed robotic systems, trustworthy decision-making and the effective use of operational data.

The session will go beyond discussion by engaging participants in the collaborative development of an ADRA Defence Topic Group policy paper. Participants will translate industry-defined needs into research challenges, strategic priorities and recommendations for future European funding programmes, while also helping define the structure and key messages of the document.

In this way, the workshop connects the technological themes of ADRForum with a concrete policy outcome and creates a pathway for continued collaboration between industry, research organisations, policymakers and public authorities after the Forum.
