Ricardo Miguéis is Head of the INESC Brussels HUB, which represents the five research and technology institutes of the Portuguese INESC network before the European institutions. His field is the institutional side of technology: how Europe funds, governs and gives access to the infrastructures and organisations that turn research into industrial capability, a question now central to its AI agenda, from AI Factories to testing and experimentation facilities. He coordinates FUND-RI, a Horizon Europe coordination and support action on funding and investment strategies for research infrastructures. At Portugal’s Foundation for Science and Technology (FCT), he coordinated the National Roadmap of Research Infrastructures and represented Portugal in the European Strategy Forum on Research Infrastructures (ESFRI), where he chaired the Energy Strategy Working Group. He has also been Chief of Staff to Portugal’s Secretary of State for Science, Technology and Higher Education, designed and implemented funding programmes for research and technology organisations at the National Innovation Agency (ANI), and served as Deputy Secretary-General of CESAER, the association of European universities of science and technology.
