David Otto

David Otto is a Consultant and Project Lead in Digital Strategy at TNO Vector. His work focuses on how emerging digital technologies shape innovation ecosystems, strategic value chains and European competitiveness, with projects spanning AI, data, hardware and technological sovereignty.

He brings together industry, government and research organisations to translate technological developments into shared strategies, monitor innovation programmes and strengthen R&D collaboration. His work combines qualitative and quantitative assessments of emerging technologies with the development of monitoring frameworks and cross-border collaboration on secure digital technologies and advanced technology ecosystems. He is particularly interested in how collaboration across sectors and borders can strengthen Europe’s technological capabilities and competitiveness.
